Airline and co-loader rates are held per kg for each airport pair, with fuel and security surcharges from your tables as per-kg or flat charges. The quote shows the rate it matched, each surcharge and the margin rule that applied.
Chargeable weight flagged, not guessed
Air is charged on the greater of gross weight and volumetric weight at 1:6, which is 167 kg per CBM. When a request gives weight but no dimensions, the completeness check flags it, so the customer hears that the price may move on actuals before they book.
A reply while the cargo is still urgent
The priced draft is ready in seconds for a person to check and send. A request with no valid rate goes to the exception queue with the missing lane named, so nobody promises a rate you do not have.

How does Fretie handle chargeable weight?
